The Mack-Cali Realty Corporation has begun construction at Portside at Pier One in East Boston, ending a five-year delay. The official groundbreaking is scheduled for January 28. The plans include about 566 luxury apartments, with additional space for retail and public use. The first building will be a five-story structure with 176 apartments, twenty-six of which have been set aside as affordable apartments.
